Much like Wikipedia, this site allows anyone help create very targeted topical search engine.

Search Topicle for a search engine for a topic. If one exist, you can add your URL.
If you can’t find one that matches your topic, you can create one.

Each URL can be voted on by visitors. This can raise/lower the url rank in the search engine.

Google Announcement

“Ultimately, we envision most user-generated and premium video content being hosted on YouTube so that it can further enhance the YouTube experience. We also envision YouTube benefiting from future Google Video innovations — especially those involving video search, monetization and distribution.” [source]

The YouTube thumbnails in Google search results will redirect the users to YouTube.com.

The new initiative is the part of Google’s overall goal to give users the quality search results, according to Google.
